Doesn't tail set and tail length also effect how well a dog carries it's tail? I have seen some yorkies that just don't seem to like to hold their tail up. The wagging can be worked around too. Tail set does have much to do with top-line....I do have a girl with a slightly low tail set (not my breeding), but she held her tail at the right level when she was being Championed.....

There are some downloading training instructions on clicker training......the key is making sure you condition the puppy first.
