I don't think we should get so paranoid that we don't take them for walks, or to stores, or otherwise live normal everyday lives, but I do firmly believe that regardless of the breed, if you have a tiny dog, never, ever let it outside alone, even if your yard is securely fenced and your neighborhood is a nice quiet safe one. There are scrupulous people, birds of prey and larger wild animals always on the prowl everywhere.
