That is a problem with males. The best solution I have found is to let the hair on their penis grow long. Then when they pee it doesn't spray and runs down the hair to the ground. I know someone else who fills a plastic milk bottle with water and sets it in the middle of the pee pad and the dogs pee on it.
My boy has been lifting his leg for over a year and now all of a sudden has gone back to squatting. So I guess there is always hope.
