Not a stupid question at all, but it doesn't get terribly cold in Anchorage as a rule. We're usually in the 20s as a winter low, and we'll drop below zero for just a couple weeks out of the year -- usually. Eddie's never used a pee pad. When we're at our coldest, zero or so, I limit his time outside to a quick pee and poop -- and he's usually happy to oblige. If I can see it bothering him more, I'll put booties on him too.

Of course, this is only Eddie's second winter. I don't know what I'll do if we get a good, old-fashioned 40 below cold spell.
