We get cold winters here in Alberta. A couple days ago it was about -35c. Lexi has always gone outside, even in -35c weather. She really doesn't seem to mind it. She'll do her business and a couple laps around the dog run, then she'll rush inside.
Does your mom have to go outside with him? Is your yard fenced? If she does have to go outside then I would attempt switching to a pee pad for the winter. However if your mom can just let him into the yard and wait - then I'd see how he does in the cold weather.
