HELP!!!!

This is about an adult Teacup Yorkie......I'm making my first car trip with my Yorkie and going to my Mother's for Christmas. He already likes to Pee and Poop a lot. My question is...........(and since my mother cannot stand the idea of a dog doing either in her home)..........Would it be OK to "cut down" on the amount and time of giving him water and food? I just figure a little less water and food and giving it to him at fewer intervals would help this problem..........Believe me; he usually gets plenty of both..........Any help out there?
