Has she been getting annual rabies shots or every 3 three years? I hate these state laws that require dogs to get annual shots when it is totally unnecessary and detrimental to the dogs health.
One thing you could try is the Bach's Rescue Remedy. Maybe it would work in calming her down.

Has she shown any aggression toward humans? Has she been spayed?
