I think you've already done an outstanding job and personally I think she would be thrilled to own a TV...any TV.
Three year olds are pretty easy to please...there are trucks and cars designed for that age.....anything "hands on" with little boys is good.
A nine month old I'd try to find a development toy type. A trip down the toy aisle will give you lots of suggestions for either the boys or the baby.
The mom is going to be thrilled.
