I am pretty sure that is why he does it. He was taken from his mom WAY WAY too early- they shouldn't leave until 12 weeks. I know many other dogs that are taken from their mom too early and do this "self soothing" thing. So i suppose as far as that goes- it is normal.
The shaking is odd- what happens if you call his name? Does he just want you to pick the toy up?
