lol i have heard of dogs licking toys- some suck on them like a baby sucks on a soother- it is a calming thing. If you are concerned i would try and preoccupy him with someone else and praise him a lot when he plays normally. How old was he when you got him?
His legs might be related to something else- like an allergy.
