I don't know about all dogs, but Lexi will hold it if she has her panty on. Bentley will hold his if I have a belly band on him. I never used them until the last couple weeks even thought I have had them for awhile, but I have been having so much trouble that I thought I would try it. I know a lot of people cut pads to put in them to absorb if they do potty in them, but I don't have to do that, they just hold it for some reason.
