You might have your friend consider a rescue and saving a life.
There are over 292 Yorkies/Yorkie Mix's available at
www.petfinder.com or you can google a search for Yorkie Rescue as there are many out them. Not usually a young puppy but all ages and conditions. Each rescue has different adoption fee's but it certainly is under the costs you are talking about. I am not sure where you are on the East Coast but there are many rescued Yorkie's available on the east coast.
