I think in a way, it depends where you live and what your pup is used to.
We took Ellie for a walk a couple winters ago and it was a bit windy, but not that cold. She got so cold and I had to put her in my coat. So we just play inside. Well, that's what we usually do all year actually. We do go play in the snow for a few minutes sometimes though.
