The only problem with this is that it's an active device, vs. a passive chip. An active device like GPS transmitter needs a battery, a dog chip doesn't.
Remember, with a stolen dog the collar probably won't remain with the dog, but it'll sure help determine the direction it was taken when it's found, or it might even be in the perp's garbage can.
