I second the Walmart recommendation. They've actually had a good selection lately and I've seen a few that might work for you. Not sure about the stores near you, but you you have a Big Lots? I've seen some great warm but nylon coats that would do well for the snow. (I also picked up a nylon jumpsuit there which is awesome for Winston since it keeps him dry! Its just nylon though, so it needs a sweater or sweatshirt underneath for warmth.) I've also seen some great thick nylon coats at petsmart as well.
