If you want her hair long, you will just have to wait it out. Just keep checking the eyes several times a day, which is what you are doing, and wait it out. Some people shave/cut the hair by the inner corners of the eyes. I used to do this as well. What ends up happening is when the hair grows out, it pokes even more in the eyeball, then you have the scary task of cutting the short little hairs right next to the eye. So I just let it grow out, and now it is long enough to lay down by itself.

There is also a product specifically for dogs. Pet silk top knot gel. Hair gel for dogs.
