She is scratching herself, but she does not have fleas. I am using a mild shampoo that says it is for sensitive skin.

She whines when I try to use a pin brush on her and the soft bristle brush just seems to glide over the top, so I use a metal comb on her. Sometimes I use a little comb that is for parting the hair for a topknot and I think I am getting all the way through the hair, but she does have thick hair especially on the rump. I know I don't do a good job on her feet and tummy because she wiggles so much.

Do I need to take her to the vet to see why she is scratching?

If she is still leaving the little hair balls all over the house come spring I may get her hair cut in a puppy cut, I don't have time to vacumn every night.
