I understand your frustration. I don't know if it's actually the tree skirt. I think it is more the tree. Not because it is a tree, but because it is something they can hide under. I have found that when I get out a folding table to work on something my otherwise well trained yorkies will often poop under it. I think it has to do with privacy or something, so weird!!
