I don't know if they laugh or smile per say, but I definitely believe they communicate through body language and noises and of course, tail wagging. So if that is their way of smiling or laughing, then I believe yes they do. I am not a big fan of giving animals human emotions, but I beileve they have emotions specific to dogs and we get to interperate it however we like.
