Mine go outside most of the time, but I keep pee pads down and they will use them in nasty weather.
you could try surounding the litter box or pee pads with objects so force then to stay within the boundries.

They get a guilty look when they pee on the floor because they know they are going to be scolded but are not sure what they are being scolded for. I have had them have their front feet on the pad and they do not realize that is not good enough.
