I would just walk them on 2 short leashes (4 foot nylon) ... one on your left side and one on your right side. Hold them up high but not with much tension but make sure one always stays on your right and one always on your left so the young one can't get to the older one. It's gonna take practice but they should learn how to walk together properly, at your side.
