For the weekly assignment it should be a requirement, the rest of the time just suggested.

Welcome to Flickr - Photo Sharing if you go to more information, it will tell you all about the photo. You have to do this before you do any editing.
It should also be asked to give any editing information. Such as adjusted the lighting, cropped, etc.
this is not formal, it is just for fun, so of course nothing is mandatory. Not going to send the photography police after anyone.
