Did you happen to ask them why she is impounded? I do know that sometimes when a date is used it is because they have to see if the owner comes forward but I just don't know about this one, again because of the one word and I might be reading to much into it.
Ok I re read your posting and I see that you did say maybe she is a biter and that is why she was impounded. I have done rescue work here in Ca and I was always told if the dogs had medical issues or behavioral issues that were felt could be resolved these dogs would only be released to rescues. But I do agree that may rescues are full and are unable to take in more as well as they are becoming more picky because they have them longer in foster homes before they can be placed so they are lsee likely to take dogs with behavioral issues.

I did not ask why she was impounded. They have had her for awhile from Nov 19 and they don't usually hold on to them that long. I have heard of dogs being held or impounded due to neglect/abuse sometimes if the owners are in some kind of legal issues with the law and were taken to prision. It would really be interesting to find out.
