This woman needs to be reported to the police. Selling puppies under eight weeks old in Florida is a violation of FL ST § 828.29, a Class 1 misdemeanor.
Florida law also requires that puppies be inspected by a licensed veterinarian before their sale. You should have received a certificate signed by her veterinarian with the sale.
Please make sure that this woman can't do this to any more puppies and unsuspecting buyers.
