Of cousre its possible to have a solid white Yorkie. If this pup has blue eyes than it is in not Albino. White is a recessive gene as are blue eyes.

Is it environment or the fact that people are breeding dogs with genetic defaults?

It's seems that people don't seem to realize that these colors are from poor genes and this could and usually does mean that there will be health issues with these dogs. Years ago when I was researching doberman pinchers I came across many sites that breed "white" dobermans. It seems people try anything to make a buck and don't care if it hurts the dogs.
