Just wanted to tell you I can relate to your situation. It sounds like she could be in heat. Have you seen any blood yet?

My situations was that we took a stray off the street and decided to adopt her after we could not find the owners. One hour before she was suppose to be spayed, I saw a little blood in her crate. (Never had a dog in heat before, obviously, so really didn't know all the symptoms.) I called the vet and he told me I had to wait 6 weeks. Which we did.

But she did lick herself a lot, besides the blood. Hopefully, someone with more experience can help you. Good luck with the situation.
