He may be a bit older than 4 weeks since many Yorkies don't have teeth until later but, if he is that young, the meat or canned food may not be a good idea. You can soften some kibble in water or goat's milk and feed that. If he won't eat, you may need to use a syringe (with no needle) or just put it on your finger and get it in his mouth.
You have to make sure he eats or you will lose him.
