Penny has lots of t-shirts, sweaters, and cold weather coats. We also just bought her gym shoes for when it gets really bad out. So usually I will layer her in a thin t-shirt or light sweater and put her coat on top of that to keep the insulation in when we let her out, and when she comes back in I will take the coat off but leave her under layer on for a while after that.
