We have the same problem with the cat across the street. I've talked to the owners - might as well talk to a brick wall. My yorkies don't poop in their yard, nor do they eat birds, rabbits, chipmunks, and all the other animals their cat does. You're right, there
should be leash laws for cats!! I haven't found any solution other than making sure my dogs don't get near it.
