Turned out he had a stick (sliver) up his nose! Worth a look, depending on when it started. Has he done it, the whole time you've had him? or did it just start?
Hi,

When the Vet cleaned his teeth he checked his mouth and nose to make sure something wasn't stuck to the roof of his mouth or blocking his sinuses and found nothing. Max had a systemic infection when I rescued him along with many other problems, all of which are now cleared up, with the exception of the rubbing and licking, he's a happy little guy. Hugs and thank you for your response.
