No it isn't after you feel the pup bulging. It's heavy strong contractions for an hour. The puppy maybe having issues; stuck higher up....Sorry I don't agree with you.

It just sounded to me like the contractions were still not that close. You and I have lots of experience in delivering and we know what a hard contraction is, someone without experience might consider just normal labor, hard labor. There is a big difference. I just don't fell comfortable telling someone that is unknowledgeable to feather their bitch. You can stop the labor if you keep interfering too much. Perhaps the OP should get her to the vet if she has any doubt. I pray this has a good outcome.
