Some people have a lot of luck with moisturizing or oatmeal shampoos. How often are you washing? A lot of the time, over washing can be real culprit as it can really dry out the skin. I generally use biogroom's oatmeal products (shampoo & conditioner) as its pretty gentle - just make sure you dilute it to the proper strength. If you're washing her once a week, try switching it to two weeks for a month or so and see if it gets any better.
Adding in fish oil and some vitamin e to her diet should also help the natural oils in her oil and moisturize the skin.
