My first yorkie barry really had this problem... there are a couple things I would really recommend you do.

1. supplement with some kind of omega 3's (either just open up a capsule or you can do fish or salmon oil) it will help the condition of his skin.

2. stop washing so much - washing oily hair a lot is one of those knee-jerk reactions. Seems logical, but its going to make the situation worse because you're adding to his dry skin (this may actually be the underlying cause for it long term) and by stripping that oil off the hair you're just stimulating his body to produce more. Its going to be a hard transition, but if you go cold turkey and stop washing him more then once every two weeks you will see a difference. It will take some time for his body chemistry to change but if you can stick with it you'll really see an improvement.

3. use a really gentle shampoo that doesn't strip the hair of moisture

The biggest reason for oily hair in dogs or people tends to be over washing... when you strip the hair & scalp of oil you rob it of its moisture - so in an effort to reach a balance again it just creates more.
