It sounds like whining has almost become a habit for him. This is what I would do. First teach him whining. He whines, say yes, that's whining and give him a treat. Then hopefully he will be quiet for a second. The second he is quiet, give him a treat and say good boy, that's quiet. Now tell him quiet and get him to stay quiet longer and then treat, over time you expect him to be quiet longer and longer. Always try to end each session on a successful note.
