Has her eyes always been watery or is it just on windy days? How old is your baby? When my Bijou was 9 weeks old she had very watery eyes. The vet said it could be that her tear ducts didn't open fully to drain right. Our plan was to keep cleaning them daily with a cotton ball of warm water and when she goes in for her spay in January to have them go in and open the tear ducts. But as she's gotten older (she's 5 months now) they are no where near as watery. Plus I have her on Innova puppy food. The foster mother I got her from had her on Eukanuba puppy.
