We had a WILD Labrador Retriever (who I feel bad for, he's chained up outside all the time, never gets sufficient exercise, etc) who charged me and Jackson the other day. I had to pick him up by his harness and the dog made me fall to the ground. This same dog has jumped on my little brother and given him a black eye. So irritating.
Your Dad's neighborhood sounds like mine -- we have a few more houses. Our primary problem dog doesn't have a fenced-in yard and the owner doesn't walk him very often. I don't understand why people want dogs that they can't provide proper care.

Glad that you and Jackson weren't hurt -- getting knocked down and being unable to protect Max is my biggest fear.
