Your Dad's neighborhood sounds like mine -- we have a few more houses. Our primary problem dog doesn't have a fenced-in yard and the owner doesn't walk him very often. I don't understand why people want dogs that they can't provide proper care.
Glad that you and Jackson weren't hurt -- getting knocked down and being unable to protect Max is my biggest fear.
