Thanks for the better pictures. This looks like a little discharge, as well as a little skin color change. Hormones can do that in humans, so I wouldn't be surprised to see it in dogs too.
If I feel my mom is a little too sticky or dirty in the bottom, I just stand her in my laundry room sink and very gently rinse her with warm water and a tiny bit of shampoo. Just to clean it up a little and make the mom more comfortable. That skin can get a little chapped and dry from the leaking and her licking if she can still reach it.
The puppies still look high to me from the pictures, although she is starting to get the "funnel" look. With only 2 puppies, they are either still high or large.
Again, this is just my impression looking at the pictures. Your hands-on is a much better test.
