Is it possible he has some security issues with being outside? The one other things that come to mind to me are also... is he easily distracted? I know when I walk Winston (apt dwellers) he'll often urinate pretty easily, but it we encounter an aggressive dog or he gets distracted by another animal like a squirrel - he'll often "forget" that we came out there to do other things as well.
