Penny is also 7.5 months old, and she has very thin hair on the top of her head. Her body hair is normal and full, but she tends to get thin hair behind her ears and I found out it was cause she had ear mites. I would check with the vet to see if Fiona has ear mites as well especially if she is scratching.
