Here's my thinking. Nature's Variety is a very high quality food- if they thought a puppy food was needed- they'd make a puppy food. Same thing with raw- if raw manufactures thought a puppy food was needed- one would exist.

here is what it says on the Natural Balance website

Natural Balance® Ultra Premium Dog Food is made for All Life Stages and provides premium nutrition for every stage of life. In Nature, your pets would not have the choice of puppy formulas, nor lighter formulas for their senior years; they would simply live on a diet of mostly meat and and some grain. In a natural free environment, animals instinctively eat more or less, depending on their age and activity level.

I think they are a high quality food too- and what they say makes sense. Sometimes I think some of these "special foods" are more marketing- but i don't know that to be true for puppy formula
