Whew! What a rollercoaster of emotions!
I am sure you will know your dog if you see him. And if it's a child walking him, I wouldn't hesitate to approach the child and demand him back. Children are usually more honest than adults, and if this child knows the dog was "found" instead of bought, she might be likely to hand him over if you say he's yours.
There is really no ideal way to handle this situation. The police will not get involved if they don't know these people have your dog, and the only way for you to know is to see him. If you exercise restraint after actually seeing your dog in the possession of someone else, and wait until you can get police there, I will be amazed. I know I wouldn't have the strength.
