If the Temaril-P is helping at all, then allergies could be the cause. Food allergies make up about 10% of all cases. The others are flea and environmental. Since he has problems in the summer, environmental wouldn't be surprising. Are you sure he is flea free tough? And dogs can develop food allergies over time if they are constantly exposed to the same ingredients. So that wouldn't be surprising either. How is his skin looking? What does the vet say? The problem with using an e-collar that it isn't fixing the problem and he could be miserably itchy with it on. If the vet says it's allergies and fleas aren't a problem, then you could try an elimination diet, shampoos, steroid injections, or Atopica depending on what your vet thinks.
