AKC judges do judge the dogs at these shows.
The dogs have to obtain a certain amount of points and be shown under 3 different judges before obtaining championship title.
I need to correct a statement as to not to mislead anyone.
There are AKC judges that do judge shows but not all judges are AKC.
APRI also has trainned judges too.

Scoring system
APRI starts out with a puppy class of 6 months to a year. They can be shown as many time as you want with the high score being kept on record. High score from the 2 judges (100 points for each judge ) can be as much as 200. Of this 90% is needed to qualify. With this you receive your white ribbon (only once regardless as to how many time you show).
After reaching a year and your get your qualifying score you would be awarded your red ribbon and if shown in two shows your blue ribbon thus achieving your champion ship.
Prominent Championship takes 3 more shows of scores of 194 to receive this. Par Excellence is being awarded 200 at 3 shows regardless of age.
There will be two judges in the group judging and three in top dog judging.
