They actually do get better with practice (at least the dogs do) However, rewarding him more and doing a happy dance when he doesn't miss, will help too. Also, consider bigger pads or taping two together.

Gizmo had this issue too. He would be fully on the pad...all four feet and still miss! lol! The bigger pads helped. It takes awhile sometimes.
