It sounds like one is def the alpha so when you feed them the alpha gets fed first
the alpha gets collared to go out first
BUT
you need to make sure the beta of the two doesn't get pushed aside
always pet the second too
always praise the second too

This is a good explanation, but what I thought of from your description was "resource guarding" and you are the resource. You need to be the alpha of the pack. Mine follows me everywhere to, but there is a difference between following and stalking.
