Why don't you get in touch with your vet and see if he or she knows of a good home for him? People that go to the vet usually take good care of their animals. Good luck on placing him. So sorry all of your efforts have not work out.
Have you tried to crate train him? It's really difficult to break a puppy from going once it starts using the carpet, etc.
