I have used it since Dudley was 3 months old. He was paper trained first so didn't want to step on the litter, so I put the newspaper on top of the litter. Every week I folded a little more of it under until he finally got big enough to walk on it without a problem. It probably took 6 weeks, but it was worth it. He now goes in the litter box except in the day when I am home. We take him outside for most of the time. When it rains or is too cold he just goes in his box and gets his treats because he went in the box. If you are patient it will work.
