Default dental cleaning

I started seeing a new vet this summer, who is great. The problem is, I get an annual dental cleaning done on my boys in February this new vet does it all different.

My mom took her chi to my new vet at my recommendation and had a chipped tooth extracted and a dental cleaning done yestreday. Here's the weird part: no antibiotics for the next 7 days (all my life dogs got antibiotics after a dental), and they used something (not sure the name) that the paperwork stated would cause "neurological effects" for 8-10 hours. What this meant in real-life was that my mom's dog Elle, cried and whined for 8 hours. At one point she was even afraid of her water dish! When my mom called the vet freaking out they said not to worry, it only sounded like she was in pain, but she really wasn't.

I have never heard of this, and I feel it's something that should be been discussed prior to the procedure. I don't think I could stand it if my boys cried for 8 hours!

Just wondering what everyone's thoughts were on this "side effect".
