Pet Silk makes a top knot gel product that's safe for dogs. Its generally used for things like top knots, but depending on the hair you might be able to use it and get the same effect. Top performance also makes a hair gel (I know petedge.com carries it) that should do the same thing which might work better then the pet silk.
