 Another Idea...
...is to give him/her a treat each time you put on the harness. In time, he will understand and not fight with you. Now my Yorkie lowers down for me to put it on, in down dog like yoga. Anything you do for him to train, he/she needs treats in order for him/her to learn. Don't over do it with the treats or he/she won't eat the food, as I have found out.
